ECHO Programme

Early Childhood Holistic Outcome (ECHO) Framework is a locally developed functional assessment and outcomes measurement system, adapted from Early Childhood Technical Assistance Centre, USA. The Framework aims to improve the functional outcomes of children with development needs and their families.


ECHO Framework was first piloted from 2014-2017 in 4 Thye Hua Kwan (THK) EIPIC centres with support from Lien Foundation. The Framework enhances evidence-based Early Intervention (EI) practices and EI professional’s assessment of children’s functional behaviours under the 3 Global Child Outcomes (3 GCOs). The 3 GCOs across assessments are used to track children’s progress over time. In 2018, the Ministry of Social and Family Development (MSF) appointed ECHO Technical Assistance Team which includes members from KKH, Community Psychology Hub (CPH) and NUH, to implement ECHO nationally across 17 more EI centres from 2019 to 2024.
